Quick clarification about "reality manipulators" - is that in regards to manipulation of the situation, or does that also apply to characters who warp reality in minutia?

This guy has powers that are a little bit unclear in nature - but they revolve around film. He jump cuts himself around rooms, fast forwards and rewinds positions, and moves objects, mostly. (He's also seen moving another character around, but that's a matter for permissions and player communication most definitely) A lot of what he does in canon won't be so applicable in this setting anyway because it relies on his location, but I wanted to know just how bad a time he's gonna have.

(He is also seen evading death by editing himself to be alive - but this is something I hope to fuss with re: the pocket watch and nerf him on.)
